Community Development Foundation is a not for profit, social welfare & development organization registered under voluntary social welfare act 1961. The governance structure of CDF is according to the social welfare act. CDF has an apex body as general body of the organization which guides & directs the entire program on annual basis. It consists of 25 members & it meets at least one time in a year. The GB review progress, Approves annual progress & financials of the organization & directs & guides for the new years. Elected Chairperson of the organization is the head of general body.
CDF general body’s fully authorized body is executive committee/Board of Directors which is fully authorized on behalf of general body. It approves & executes all the plan & programs within the organization & reports general body on annual basis. The EC/BOD meets on quarterly basis; it reviews the progress of organization provide plan for the next quarters. The EC/BOD is fully authorized by GB to approve quarterly plan & progress. It directs, monitor the organization day to day work on behalf of general body of the organization. The chairperson of general body also chairs the EC/BOD while Secretary of the general body is also secretary of EC/Board & Chief Executive of the organization.
CDF has authorized Chief executive officer for the execution of all program & report the EC/BOD on quarterly basis & to General Body on annual basis. He/She is the overall all in charge of organization & responsible for the day to day work of the organization. He/She is authorized to monitor/guide the entire organization program & approves the financials of the programs/projects on daily basis or need basis.
CDF has program management committee (PMC) approved by the BOD for effective running, monitoring & guidance of all programs & projects. The committee consists on all program mangers including Finance, Admin, Monitoring and HR managers headed by the CEO of organization. The management committees monitors day to day progress of programs/projects intervene on need basis & guide the programs and projects on daily basis. The management committee meets on weekly basis & on the need basis & review the progress, suggests changes for as required & guides the program & project staff according to need. The CEO reports BOD as required on behalf of management committee.
Community Development Foundation has functional & active Finance, Admin & Procurement, Human Resource Management programs & its systems. All the programs has computerized system & trained staff to run the programs effectively. All the CDF programs are coordinated/connected with each other & well responsible & accountable. All the program/project has its monitoring unit and separate staff for the monitoring.
CDF has a centralized Monitoring and Evaluation (M&E) unit at its Head Office in Jacobabad which collects data from the field, activities and studies. A system for monthly & quarterly reporting the activities of each activity defined in the work plan. The Youth Advocates will collect progress report from project beneficiaries and submit to CDF Office every month through the central process of data monitoring. This report includes number of beneficiaries, disaggregated by age, duration.Information is recorded in a central data base, so that data can be analyzed and reported to management for decision making. Final report of the project would be based on monitoring reports of the project.
